The Anniversary Update must be it, Google around and download only the Windows10Upgrade9252 upgrade stub (tiny 5Mb) - or whichever has a number higher than 9252 for the latest version - as it will redownload the whole of W10 even if you used your USB stick or DVD Burn from the media creation tool. So using that tool to burn media now, feels like just an emergency fallback if you can't get online.
For anyone else that didn't turn off Winupdate in 7's Control Panel go to Control Panel/Administrative Tools/Services setting Windows Update to "Take No Action" as well as choosing Stop Service either at the top left options list or when you right-click on it. Then any further upgrade stub build should work but there's a bunch of other workarounds at the Superuser.com forums if that doesn't work.
