From the above code it seems that Valve intends to let users share games or their whole library with at least one friend, and that should you wish to play your game, the borrower will receive a message telling them to quit, suggesting that only one person can play each title at a time

I'd quite like that idea myself. Give a good friend the benefit of your games and they may purchase it themselves at a later date :)

If you collect a whole set you can craft them into a badge which you can use to increase your Steam level. You can only collect a whole set by trading with other people.

Starting today, item creators in Team Fortress 2 and Dota 2 Workshops may choose from a selection of toolmakers, communities, and mentors and allocate a percentage of revenues from in-game item sales to the toolmakers who aided in the items' creation.

The contribution will be made from a set percentage that is redirected from Valve to the toolmakers, not taken from the item creator's royalty.

New Steam Trading Feature - Trade Offers...

Today we’re shipping a new feature we’re calling Trade Offers that allows you to send a prepackaged trade to a friend. It’s similar to regular trading, except you propose the items for both sides. You select the items you’re willing to give up from your inventory and what you’d like to receive from your friend, and send it off. Your friend will receive a notification in the green drop down and can then choose to accept, decline, or make a counter offer. Unlike regular Steam Trading, you don't need to both be online at the same time. Plus, trade offers can be sent and received using a web browser.
