Not necessarily. It would have been closer, but I'm not convinced he had the pace to pass and win.

There would have been a scrap at the end at minimum - Hamilton got within 5 seconds, and his penalty was 5 seconds.

Don't forget he also stayed out longer because of the five second penalty so spent more time on worn tyres. Without the five second penalty he could have won. Not sure what happened to Bottas, he just fell away, but then he used to do the same at Williams after good qualifying so it's not usually I guess.

I think Lewis has always been occasionally prone to sudden inexplicable errors of judgement; it's something he's never been able to fully rid himself of completely.

I personally think he's still the best pure racer out there regardless, and I'd take him over Vettel any day of the week, but there's always been a yin/yang thing going on.

So it turns out that Bottas' crew had a broken generator on the grid so his rear tyres were over-inflated leading to high tyre degradation and poor handling. It doesn't really explain his poor pace after the pit stop though.
